No. Most businesses take the assessment before buying licences, so they buy the right number for the right people. It is equally useful if you already have licences but are not seeing value from them.
It identifies the permission, sharing and security issues most likely to cause problems with Copilot, but it is not a compliance certification or a full penetration test. Where deeper work is needed, the roadmap says so.
